The updated travel requirements came into effect from 11:59pm on 19 October 2021. Changes have been made for double-vaccinated and unvaccinated (including those with a medical exemption or part vaccination) workers traveling from red zones, orange zones, and green zones.

Travel requirements at a glance, effective 11:59 pm 19 October 2021 

 

From Red Zone 
Full vaccinated people from Red Zones in NSW: 

  • Will no longer be required to quarantine for 14 days 
  • Will need a negative test result that has been carried out within 72 hours prior to entry, plus carry and present proof of their negative test result as required by the directions 
  • Must self-quarantine and get a further test within 72 hours of entering Victoria and must remain in self-quarantine until they have been notified that they have received a negative result 
  • Must carry a valid permit to enter 
  • Should carry proof of vaccination 

 Unvaccinated (incl those with a medical exemption or part vaccination) people from a Red Zone in NSW: 

  • Will need a negative test result that has been carried out within 72 hours prior to entry, plus carry and present proof of their negative test result as required by the directions 
  • Must self-quarantine for 14 days and get a Covid test within 72 hours upon entering Victoria, then on day 13 of their quarantine period get a Covid test and remain in self-quarantine until they have been Notified that they have received a negative Covid test result 
  • Must carry a valid permit to enter 

 

From Orange Zone 
Fully vaccinated people from Orange Zones in NSW: 

  • Must carry a valid permit to enter 
  • Should carry proof of vaccination 

 Unvaccinated (incl those with a medical exemption or part vaccination) people from Orange Zones in NSW: 

  • Need to get tested within 72 hours of entering Victoria and must stay isolated until they get a negative result 
  • Must carry a valid permit to enter 

 

Green Zone 
People travelling from a green zone: 

  • Must carry a valid permit to enter 
  • If you have symptoms get tested for Covid immediately 
  • If prior to entry, a person has been to an exposure site, have Covid, have Covid symptoms, or been a close contact to a confirmed Covid case then you can not get a permit to enter.  

Cross Border 

  • Rules unchanged 
  • Persons over 18 years of age will still need to carry and present proof (photographic id including current address where the person resides) where requested they are a person from a cross border community  
  • You don’t need a permit to enter Victoria if: 
  • You live in the NSW-Victoria or South Australia-NSW cross-border area 
  • Haven’t been in a red or extreme risk zone outside the cross-border area at any time since it came into effect in the last 14 days. 
  • You have been in an orange zone outside the cross-border area in the previous 14 days, the person has been tested positive for Covid since they left the orange zone and has received a negative Covid test result.  
  • You have not been to an exposure site 
  • You don’t have Covid or any symptoms and have not been a close contact to a confirmed Covid case 
  • You have proof of ID  

Children under 12 years of age 

  • People under 12 years of age travelling under the parents or guardians permit and will be required to follow the same rules as their parent or guardian they are travelling.
